Yes there is surf near the Hague. Scheveningen is the name of the spot. It can get crowded when the surf is good. Go then about 1 km south to Kijkduin. Other spots from south to north are: Domburg, Maasvlakte, Katwijk, Noordwijk and Wijk aan zee.

Don't expect big swell in the Netherlands, because the waves are not really strong, will not get bigger then 6-8 feet, 3-4 feet is average when it breaks, and it breaks not realy often. You can have a good time but don't expect 6 feet swell every week.

Besides late august, is a wetsuit recomended. 4/3 suits are is usefull the most of the year. Only when in the chilly winter is a 5/4 recomended.

The Netherlands is crowded, so al the spots are easy to reach.

In Scheveningen, Wijk aan Zee and Noordwijk are good surfshops.

I hope that this info is usefull to you.
