Costa Rica, Puerto Rico, or Cabo san Lucas in december?

I'm planning a trip during dec. 10-23 and was wondering out of Costa Rica, Puerto Rico, or Cabo san Lucas would have the best and most consistant waves during this time of year. Oahu hawaii is an option as well but it's a little pricey as we are flying from south florida and we aren't really skilled enough to surf the big waves there. Any info would be nice. Thanks for your help.

Well PR would be the cheapest. Though from what I have heard is that it is busy and can get some localism. It gets decent waves.

Cabo, again, a little bit more busy, but some good surfing.

CR is where I would go. Fantastic surfing, and depending on where you go very little in the way of a crowd. Talk to Kitesurfer, he just got back from a month in CR.

That is right before x-mas in CR. Super busy. The first week wouldn't be too bad, but you might run into some crowds in the later part.
