Generally the weight that airlines allow as baggage is 20kgs main luggage and 7kgs hand luggage (1 bag). 60 pounds ~ 27 kgs, so you might be in for a little excess baggage charge. However, if you can take 7kgs from your board bag and pack it into your hand luggage you might be ok.
Will Taca charge for 2 boards?
You would have to check with Taca - some airlines only take into account luggage weight and some will charge you extra just because it is a surfboard.
planning on taking 2 boards / Am I nuts? Or is 1 board enough?
My advice is to take as many boards as you can. The more you can take the better. If you can take 3 - take 3. Anything can happen to your board - it might come off the plane at the other end in two pieces! You don't want to get all the way there and snap your board on the first day of your trip. Costa rica is not renowned as a surf shop mecca!
As far as equipment make sure you take extra fins if you have an FCS board, some form of quick fix board repair for any small dings you might get (you can buy them in tubes which you can apply straight onto your board and which will cure in the sunlight) and at least one spare leash.
Consider what you are going to need and whether the item can be bought for around where you will be staying.
