I have just started to plan my first surfing trip. I will be going from April until september and I'm at my first step of choosing a location. I want to go somewhere not too expensive with a lot of culture....would love some advice...thanks a bunch!!!

I have a Question about costa rica, Ive heard it was a great place to surf, but havnt heard anythng about the surrounding countrys? Whats the difference?
