Hey Supertuber. Sorry it took so long to answer, been too busy trying to mop up the mess my business turned into while I was gone on vacation.
I surfed 2 areas this trip, Mal Pais and Jaco/Playa Hermosa. Both really good. Mal Pais had better waves but the access to it is horrible. The ferry to Paquera was down and we had to take the Naranjo ferry and then drive the extra distance to Paquera. It was brutal. 37km and it usually takes 2 hours to drive. I had full insurance on the rental so I did it in just under an hour.
If you go to Mal Pais/Nicoya Peninsula definately get a 4x4. I actually recommend it all the time, but if yoou stick to a place like Jaco you don't really need it. But, you are going in the wet season, and 99% of the roads are dirt, so if you plan on driving much then I would plan on getting a 4x4. If you go to just 1 area and stay there the whole time, don't bother with the car rental. Take a bus or shuttle, they are cheap.
Cost? Well, it can be pretty cheap or somewhat expensive, depending on where you stay, go to eat, extra activities, etc. For example, in MalPais we stayed at The Place Hotel. Nice place, A/C, awesome pool, great people, good price I thought for $40 USD a night. But, if you are staying for an extended time then that would get expensive quick. You can stay at the Cabinas El Carmen for $8 USD per night, kinda hostel/dorm style. Or you can rent a house if you have friends going with you. You can eat at Itauna and it will cost you about $10-$20 for dinner depending on if you drink, but you can get an omelette at the Soda beside the El Carmen Cabinas for $1.20 USD. They are good too. Or fried chicken for $2 USD.
Jaco is generally expensive, as CR goes. Hard to find cheap accomodation anymore. But they have an awesome Inca restaurant there, at Herradura. If you have a vehicle stop at a hotel in one of the small towns nearby, like Tarcoles. They cost almost nothing.
You can find surf anywhere, almost. If you can get to the coast, you will find something. My favorite this trip was Playa Hermosa. Always something breaking, 7 kms of beach so you can always find something uncrowded, thumping waves that broke 2 peoples boards as I watched. Take your short boards to Mal Pais and Hermosa, short or long in Jaco or Esterillos Oeste.
There are lots of other places than these two. Dominical is great surfing but really bad rips. I don't bother to go that far south. Tamarindo has some of the best surfing, but it is really busy now, most expensive place to go to in CR. Thousands of spots in between that are worth checking out.
