That picture is of a statue of Duke Kahanamoku, a world famous surfer/swimmer. He is credited for bringing the sport of surfing to the mainland US as well as other countries. There are many statues of him, many with him standing in front of a longboard.

There is one of the statues on the cliffs right above Steamers Lane/Indicators in Santa Cruz. Didn't know there was more than one.

That's the actual one its from, it has been altered slightly though

Actually, this one (in Santa Cruz) isn't Duke. Not sure who it is, but definitely not Duke. It is a statue just to "honor surfing" in general.
