hey, i was wondering which fins are used for which conditions on a shortboard

depends on the board/surfer/conditions/preference. If you got FCS fins some of their shops run a "test drive" service where you can pay a deposit and borrow a bunch of fins to try out and see how you like them. Mainly it comes down to what sort of surfing you do, and what sort of response you want from your fins.

lets say 6'4" shortboard, fast styled surfing, long island surf, beginner surfer 5'8" 117Lbs.

well id say "beginner surfer" and "fast styled surfing" dont really go together,

if your a beginner you dont really need to worry about fins , just get teh bog standard plastic ones they give you with the board (probably G-5 or G-PR fins), you wont notice much difference by spending more for fancy fins at that level.
