Yes you will need a 3/2 and maybe even a 4/3 in Santa Cruz.

Agree about Santa Cruz! As for LA and more to the south, you may survive in a spring one (2/2 shorty or similar one)

Depends on the spot. El Porto, Venice beach, Huntington Beach you may find smth at the beach. But trestles, county line, etc - nothing at the beach.
You may buy a used board and then sell it back with 50-100 discount or even a smaller one.

Dude, hope you make this Surfing Safari. Yup, BaNZ is right about wet suit thickness. I pretty much, except on warm Summer days, wore 4/3 in Santa Cruz. Many breaks there provide punchy, cold water waves. Loved it when I lived close enough to go there. Hope you enjoy it as much. San Diego? Of course you must try this area. Many breaks there. If you surf too close to Mexico, then water may be contaminated. Not making joke or fun. Mexico doesn't treat raw sewage to US and other western nation standards. The discharge is transported north to southern San Diego by natural ocean currents. I will not go in water near US-Mexico border. Similarly, ocean at Long Beach and Los Angeles is contaminated, but by chemicals. Avoid this area, too. When north of it, the first place I'd go is Leo Carrillo State Park. Malibu breaks are clean, too. Once you make into Santa Cruz, you can immerse into a total surf community. The water is clean and cold. Just like I like. Massive offshore kelp beds filter (improves) the waves and keeps the sharks out. You may, however, come face to face with Sea Otters. Just don't snake their waves. They will get aggro.
