I'm surprised no one recommended Costa Rica! It is tropical temps year round, and plenty of beaches that are great to learn on, some of them it's just you and the surf instructors. The smallest time on the Pacific is January and February (always something along the southern coast), and on the Caribbean Sea it is May to August (too flat to learn some days). The Pacific side is more consistent with longer period swells. Plenty of English speakers, and prices are equal to the comfort you seek. Hostels are still only $12-15/pp. Check for the latest reports and see what your next adventure could be like.

Since I run my own Surf Camp in Bali, I would recommend a newbie to book a week at a great surf camp. This way your first time surfing, you'll be able to skip learning all the bad habits. It's much hard to unlearn bad habit than to learn the proper skills.

Also, the amount that you will progress while in your surfcamp, you'll be left with such a good memory of your first time surfing, and you'll be itching to get back out on the waves.
