Help with Board Wall Mount

I just moved into my first apartment and I think the landlord left his surfboard wall mounts for me because he found out I surf. I am not completely sure if these brackets are intended for that. I tried looking them up on the internet but cant find them. Can some one verfiy if these are surfboard wall mounts and how to install/use them correctly? images are attached

That looks to be made for something quite a bit heavier than a surfboard
So what is worse.... dying or regretting it for the rest of my life? Obviously I chose not regretting it.

looks like they would eff up your rails good. Unless he used straps that hung from the hooks.

It looks very sketchy, you should probably be safe and build one with PVC pipes and some padding
