I have alot to trade but not alot to spend for a surfboard and the only one I can find Is $40 and needs the fins gkassed back on and has kids writing all over it. Well I was wondering if I coukd do that myself and should I even buy it. Can anyone help?

You are going to spend at least $25 in ressin, look for a $65 board that has the fins already on them...

I've got no idea what that board is like but spending $40 to buy a board with no fins and you're not sure , I'd be absolutely sure and avoid it completely, spend more time looking and that may save you money in the long run.
I would however leave major repairs like placing fins etc. alone, too easy for the newbie to have disaster.
If you see something that you think might be what you want post a picture and help could be on its way :D
