January warm water & family destination

Hello all. My family are looking for a January destination with warm water (board shorts; no wetsuits), good waves for a beginner surfer, and water and beaches that are appropriate for a 2- and 4-year old to splash around in. (For example, a warm water beach that requires a descent by burro is not going to work). Accessibility from the US is desirable too. Thanks.
