Waterlogged?

Hi all, I'm a month new to surfing and so far so good I suppose. I bought a new 9'6'' noserider as I'm a beginner and quite a heavy guy. It's been ok to paddle but I can't catch waves. So I bought an old (very old) used 12' board with lots of dings and discolored but I just want something to learn on. However, when I push my fingers on the glass it sounds like the foam is crunching underneath. Is this water damage? It doesn't do that all over the board, just in certain spots whereas other areas are firm. Should I have it reglassed? Any help is greatly appreciated, thanks everyone!
