I've parked in one of the lay byes above newgale in september and not had any issues, but i have also used the campsite which is pretty much right on the beach at newgale.
You are unlikely to have any problems with drink and your van that way.
As for wild camping in your van and drinking this is probably one of those areas where there's so much stuff about like if you're keys arn't in the ignition your ok.
Read through these and you will see what i mean, all hearsay and conjecture, keep those keys well and truely hidden and claim you are waiting for the driver to return if you get into any bother.

At the end of the day if you are drunk in your van on a public highway then you could get done. Realistically if you look like you're camping then you're probably ok, but what you going to do if the police ask you to move on and you've already had a few beers?
Also have you used this site?

Its the law of numbers. Police can easily move one of you on but 50 odd pikeys require some heavy reinforcements. No idea what the actual laws are though.

Manorbier should be OK - just park up the top above the bay rather than the car park.

Theres a really cheap campsite at cardigan. From the south immediately before you cross the river turn left and follow the road to the sandbar and turn left again here. It goes up the hill for about two miles but ends in a very very cheap campsite.
