Morocco is a great place for surfing and i have been there last February. There are excellent spots like Ancor point and so on, but I have seen the good spots always really crowded and your surflevel has to be quite progressive. January is probably the coldest month of the year and you will need a wetsuit (I had even a 5mm but I am used to warm waters-)). Durfing the night it gets damm cold especially more north.
I am living since a year in the Dominican Republic and manage a nice apartment hotel right here at the best surf spot on the island, called Playa Encuentro. Playa Encuentro is on the north coast right next to Cabarete, which is also famous for the Kite and Windsurfing. We get good waves all year but in the so called winter season (Oct - March) there are more swells and the waves get bigger. Of course the water is nice and warm and there is lots of Caribbean Sun-).
Cabarete itself is a really nice town with a great watersport atmosphere and there are lots of things to do and to see.
