Letters and emails tend to be forgotten about. When i have experienced these problems i always phone, get the persons name your dealing with and keep hassling them.
At least you've got some money though, it might be enough to fix.
My advice to anyone recieving surfboards through the post is never ever sign anything until you have inspected it throughly if there's any damage sign for it as "damaged upon reciept".
When i have blanks shipped i collect from the depot as the couriers started getting the neighbours to sign for them and of course they would just sign without checking.
