Advice for hosting, judging, and running your own contest

I'm gunna have a skimming contest with some kids from around the block, but some have paranoid parents, and some aren't known that well. I was wondering how I should manage it and stuff, as in what do I need besides entry forms and people who would be intersted?

And how would I go about judging a puddle contest? The tony hawk game style, where each trick has a certan value, and you add them all up, or should I do something like a big game of horse?

Is there a national association for the sport? if so I would be sure that they will have a standerd compition judging guide line.
