Is that a full licence? (i.e. you can drive the rest of your life solo?)
No test involved?
In the UK you have to take a theory test and then a practical examination.

People in Hawaii just don't have much "real world" driving experience. Its a 80 mile rock in the middle of the ocean, and no one is concerned about getting anywhere ontime.
