i know the tides make a huge affect on the waves and breaking. if its too high itll just roll and roll. i think its about in betwween high and low tide for optiminum surfing. could anyone fully explain it to me and the best way for predicting optinum surfing conditions?

it differs from beach to beach, in beaches where its very steep near the high tide mark and there are rocks/sea wall etc (eg, cromer/east runton), its best from mid to low tides to avoid obstacles and get longer rides (i think) long sloping becahes (eg saunton) is pretty much anytime except at very low tides the walk down is a beast.
if you find the placve you wanna surf on wannasurf.com it tells you stuff like best conditions and tides etc.

Yes, thats about right.

The best tide time depends completely on the beach/break. Some places work all the time, some are 'best' at certains times, and some only work at a certain tide.

But that 'certain' tide can be high. low, mid...
You need to get to know the break.

The other thing is the size of the waves often fluctuates depending on whether its on the way out or on the way in. When its on the 'push' (ie coming in) the waves will tend to be a little big bigger, which can make all the difference on a small day.

Putsborough is a classic for this - lovely waves as it comes in, then often goes almost flat as it goes out
