Santa Cruz Belt System

One way to limit crowds at a busy break. As an inland guy I'm not a fan and it seems unenforceable. Your thoughts?

Sounds like elitist persuasion. The ocean belongs to everyone. Impossible to enforce and probably illegal as well.
So what is worse.... dying or regretting it for the rest of my life? Obviously I chose not regretting it.
