They always says you need to push to break the muscle down so that it will get stronger.
It sounds like you are describing pain caused by the paddling motion itself. I would consult a doctor.

The day that I had muscle pain during surfing was the day that I only drank coffee before I went surfing. It was the first thing I did when I woke up and was in the water 20 minutes later. My friend got out the dehydrated after 2 hours and drank a ton of water yet I didn't feel thirsty at all and didn't drink anything till much later.
