Where to Surf in Europe for 1 month?

I'm looking for good cities to stay in Europe for 1 month worth of surfing. I will be in UK in May and by June 1 I would be traveling elsewhere in Europe.

I have a list of spots I know about but I would like to know your recommendations, I'm an intermediate surfer, not looking for anything crazy, I use a hybrid board.

1. San Sebastian, Spain: I know that the surfing here is perfect for my skills, I have also heard that it is constant, my only concern is that it is the most expensive city in Spain and I know for experience that finding cheap accommodation for 1 month is not easy. I just searched on airbnb and a room for 1 month is crazy expensive like more than $1000 USD, it is disgusting!

2. The Azores, Portugal, a friend who is not a surfer went there, he told me it was beautiful and he was learning to surf there, tickets from Porto cost about $25 on Ryanair.

3. Lisbon and Porto: I had super really good experiences in Porto and Lisbon, however, I went to Lisbon in April to a surf camp and there were no waves, I also notice logistics would be a problem as public transport is good but doesn't reach the beaches, I think only buses do but take a while, etc. not sure. I went to Porto in July and saw no waves.

4. Biarritz, France: The surfing capital of Europe, where everything began. Waves are friendly, I went there 15 years ago and it was expensive, today it will be more expensive, also lots of old people. Don't know how constant waves are in here.

Do you have other places in Portugal or elsewhere in Europe you would recommend? Preferably cheap and youth-friendly, I mention this because I have been in Tenerife, Canary Island and it is mostly old people and I want to make young friends too. Thanks

Lanzarote can be good - beginner/intermediate beach break in Famara on north side of island. Range of other more advanced breaks along the coast. Consistent swell but is windy most of the time. Really cheap airb&b options €30 per night.

June is unpredictable in terms of wave quality anywhere. Can still be great or really bad. So I would not base it on what you have seen. During one month you should have plenty surfing days everywhere.

San Sebastian would be my choice. Biarritz is very very full and extremely expensive. Water in Portugal is still cold in June.
