Generally 2-4 ft. can grow to overhead or dbl. overhead on good days. Best conditions when wind is south/southwest, or offshore, when it can become glassy and smooth. Beautiful setting near with mountainous terrain to the south, some interesting rock formations offshore. The famous NorCal Surf Shop is a short walk away, and there's a taco stand right on the beach. No shoes, no shirt, no problema. Can get sharky during the summer. Watch for blow-whole as Grey Whales share the line-up.
Just take the PCH (Hwy1) south from San Francisco, or north from Half Moon Bay. Look for the shopping center tucked right up against the cliff at the south end of Pacifica State Beach.
Pacifica, Rockaway Beach, and Half Moon Bay have many affordable beachfront accommodations, and great restaurants abound.
Everything's very easy and accessible during the week. On busy weekends, you may have to park across Hwy 1. No cost.
NorCal Surf Shop is great. They have every kind of board or wetsuit you might need, for sale and for rent. They also have great instructors who know the area. They'll get beginners standing up on their first lesson, and help experienced surfers up their game.
Surf Camp Pacifica and Adventure Out are pretty good, or just book a lesson thru NorCal surf shop. Their staff is on it, and very supportive.
On flat days, you can try heading north to Ocean Beach in SF, but conditions there can become gnarly at times. Best bet is to head south and try Montara State Beach, or Surfer's Beach in Princeton Harbor. (You'll drive past Maverick's on the way, but it's only good a few times a year, and when it's pumping, you need to either insanely good or just insane.)
