Funny I'm 15 and I can't learn surf where I live either (mid-west sucks!). To answer your question: MOVE! I'm moving to Florida so that should help me out.

With the rate global warming is going you could be living in prime beachfront property in about 20 years ;-)

If you don't want to wait that long try skateboarding, snowoarding etc. that way when you do get the chance to start you will have a head start on the whole balance thing.
