You've summed it up pretty well there. It's all about timing, and this is something you'll get better and better at the more time you are out surfing.
You have to make sure that you match the speed of the wave by the time it reaches you. Make sure you've really caught the wave before trying to get to your feet. If you've not caught the wave, it will go right under you.
Take a look at other surfers catching waves around you. This will give you a better idea of where you should be sitting in the lineup, and when to start paddling for a wave.
