Online reports are good when you are starting but usually restricted to a few areas.
If you look hard there is a wealth of knowledge about predicting from charts and WAMS.
From personal experience the best way to know if the conditions are good is to predict yourself. You will gradually end up knowing what conditions work best for your local beach.

Its another difficult aspect of surfing to grasp but well worth the time and effort

There are a few books about the subject out aswell
