Beginner-surfer spot for summer months in the U.S.

Greetings! I am looking for a spot to be during the summer months in the States that is a good learners' spot (decent waves, good surfing community) but not too expensive an area to live in, and not in California-- any suggestions?? Thanks!! And thank you to all who take the time, and with kindness, to answer newbie queries, very much appreciated!!

No California= Too many people in the water, as well as not enough water to go around for all of those people--- serious drought conditions there!

guess you never heard about surfing and water conditions in Humboldt County in northern California. If California still remains a "No Go," then just go a wee bit north into Oregon. Truly nobody. However, the eastern portion of Oregon is a dry desert.
