Well here is the problem i have a picture and i have made it 100X100 but i cant get it so its less that 10kb without messing the quality of the picture up, does any1 no how i can decrease the size but still have a good quality picture?

Try posting it on photobucket or some other webpage and then linking it to it rather than uploading it.

How large is the file in question, and what format are you saving it in? A 100x100 jpg should come in under the files size restriction, a .img might and a bitmap (.bmp) won't.

its jpeg 13.6kb so its just over
You'll have to crop it a tiny tiny bit that'll bring the size down enough

what i do is i put it into this website thing called avatar magic and it does it for me... it's quite exciting actually lol. it's
www.avatarmagic.com if anyone wants it... apart from it has there stupid little logo at the bottom
