Best year round surfing in U.S.?

Where could a person live in the U.S. outside of California and Oregon that could offer year round (consistent) surfing?
    - Hawaii is obvious, but I'm a beginner. I don't know if it's feasible to learn there due to the difficulty and strong localism.
    - Water temperature is not a factor. I've been in a lot of cold water and don't mind it.

You would be surprised New Jersey is pretty insane if you know any good breaks....

Hurricane season is awesome...winter is off the charts...Summer kinda blows...itl be flat atleast 2 times a week...good for newbs and there is nothing like the jersey shore in the summer
