Paddling back out to the peak after nearly getting my eye poked out by a kook on the inside, I hear " what's your problem man ?"
Me- Excuse, me ?
Kook - " Yeah, you, why'd you cut me off for ? You went right across me, I was going straight !! "

Summer feelings.. We are on kook season here as well. A while ago I almost ran a guy up, he was paddling out and I set myself on the wave line because there was lots of room for the guy to paddle to the white foam. But instead he kind of froze there, and tried to paddle straight. I didn't have reaction time to pull out so I tried to swerve a bit and jump from the board in case I actually ran over him. Close call.

At least in my case the guy was very apologetic, he was so nice I ended up apologizing too and encouraged him on some waves. It's not always like that though.. It's more annoying when the person screws up and still feels like they are right (like in your case).

One thing I've learned over the years is:

"YOU CAN'T REASON WITH STUPIDITY"

That said, from my observation, the idiot rate is NOT lower in better surfers and/or locals. It just shows differently.

World surfing champions are known to punch out sharks when the sharks tangle their leashes.
We look reefs in there at pipeline, JOB is our ambassador of weird and death defying surf.

What ? Winter is when there all the least amount of Kooks. Spring break and Summer is when they're out the most.
