The only way I know is to sand it a little and smell it. Polyester resin has a strong sweet chemically smell and epoxy has very little smell

You can always use Epoxy if in doubt.

Itbwould be unusual, for a board that age with glassed in fins from Town and Country would be needing epoxy resin, most likely polyester but give the glass a light sand and sniff test as per Oldman.

Burnt plastic? I am not sure. I am so used to the smell of polyester resin so I probably wouldn't think it smells like burnt plastic however epoxy resin has a very mild smell that smells like ...epoxy resin. I don't know what to say but sort of like epoxy glue if you have used it.
