Why not? I see government staffed at all levels from county to federal stuffed with personnel that don't know anything. Some countries even have this situation at the highest levels of leadership. They do considerable harm. In contrast, what harm can one book about surfing do?

Just read around and gather your material. The full range of personalities and socioeconomic disorders and other behaviours can read between the lines if you are a keen observer. Of course it is all fiction anyway,
