I never havd had this problem even if out for a few hours. But then again prior to surfing I take magnesium and drink water until Im full then drink some more again. But drinking just prior to physical activity doesn't do much in terms of actual hydration; you need to start 2-3 hours before then more a half hour prior. I start the night before for dawn patrols and a few hours before if for an afternoon surf. Dehydrated is different than thirsty; tissue needs time to absorb fluids and so long as you top up well in advance if your sesh, workout or whatever activities you do, your mouth may be dry but your body is saturated and functionality should be normal. Drinking alot of water just before your sesh is akin to a hard rain in the desert; much of that water will not be absorbed and will simply run off - in human terms straight to the toilet bypassing other body systems.
Last bit; if you’re the type that has hydration issues, minitor what you’re drinking. Get rid (or at the least reduce) of juices, coffee, soft drinks, alcohol and make water the central and nearly only thing you drink.
Last last bit: there is a guy I see out sometimes who wears a little backpack when he surfs. Seems like it might be annoying but it stays on and out if the way and is big enough for some wax and a couple bottles of water I imagine.
Read up about magnesium; i eat alot of seaweed and leafy greens which have high amounts of Mg as well as take a daily supplement. Here’s a blurb:

FYI, I live in the tropics and am a young 52years old and have zero hydration, cramping or thirsty issues now that I follow the above advice, even if out for several hours.
