help...does anyone recognize the surfer in this picture?

Hello everyone. I'm trying to ID the surfer in this picture for a just for fun contest at my college. This pic could be taken from anywhere (movie, tv show, magazine, advertisement, etc.) Any ideas are very appreciated. Thanks for your help!

Does he have a cigar in his mouth? It's hard to see, and is the blackboard looking thingy to the right meant to be a clue? I thought it might be 'The Big Kahuna' (Cliff Robertson) from the 1959 movie 'Gidget' as he's got a cigar in his mouth when surfing but he's an actor not really a surfer.

Thanks for the reply. I don't think it's a cigar. I think that's just the rock behind him. This could be an actor or celebrity vs an actual pro surfer. Let me know if yo have any other ideas. Thanks!!!

and yes, the sign is meant to be a clue. I'm guessing the words on the sign have been intentionally blacked out. Also, notice the #4 on the picture (lower left coner). I'm not sure if this is a page number (like in a magazine) or if that's the number on the railing/staircase that the person is walking up. Thanks.
