Over-simplifying what a local is here I think.

A local isnt just someone who lives near a surfspot (ask the bra boys if Im a maroubra local...) but someone who surfs a particular spot with a regular crew and has risen through the ranks of kook, grom, etc etc, to be one of the 'respected' regulars.
Through local knowledge, usually skill, and sometimes aggression, they'll dominate a spot if the take-off point is limited (a peak, bank, point or whatever) and tend to get their choice of waves.

Then comes all the bullsh*t about spots being 'locals only', the evil eye, and the vandalised cars

Yeah, local punks are douche bags. They do have a place and a reason for existence. Localism raises when the crowds begin to ruin the spot for those who have been enjoying it and respecting it for generations. The locals will come together to make the spot hard for outsiders to surf.(ie: water tactics, waxing cars, rocks from cliff, tire slashing, fights) I have seen all of this and surfed amongst it. If you do not respect the locals who are surfing in a spot you are asking for trouble. Our area in its hay day there were some lifetime bans imposed on locals who beat up surfers. These bans lessened the vigor of the locals, who wants to get banned from their beach. It is much less here than it was in the 70's 80's, but you can find it anywhere.
