Planning a surf trip to the Philippines

Hey! I'm in the early stages of planning a surf trip to the Philippines for January 2017. There is a crazy amount of things to think about, or not to think about depending on how i want to approach this trip. Things that im thinking about and would love your input...
(I've got three weeks)

Thinking of spending all my time in Luzon? thoughts? best place to be for January? maybe less crowded?
I want to find a chill surf camp to spend a week at to help me get my head around the spots and culture. any suggestions?
how do you travel? scooter? hitch hiking?
how many boards to take? if i travel by scooter more then one will be an issue?
Any killer spots you know of that i should check out?
traveling tips?
