West coast of the western isles off the west coast of scotland will be where you'll find your biggest waves in the uk. Best is an entirely subjective question depending on one's own surfing ability and preferences.

Koperek, you don't want the biggest waves. The best waves for you, are going to be around chest height, and in a few months of dedicated surfing maybe head height. In a couple of years you may be looking at going head and a half, or double overhead if you are extremely fit and progressed steadily. If you have ever seen a Double overhead wave you will know what I mean. You just won't want to paddle out, and if you do, you won't want to get anywhere near one of them.

Cornwall has good waves, should be plenty to suit your needs.
Your goal shouldn't be to get on a small board as soon as possible, it should be to surf and have as much fun as possible.
