Yeah it real allright. Its been doing the rounds on all the kitesurfing forums and whilst i do feel for the guy and hope he's ok! Kitesurfing, tropical storm/hurricane, the 2 don't really go together do they, definately a darwin candidate.
One of the big problems is that the manufacturers of some of the latest kites claim they have 100% depower and people believe them!

when fay passed by tampa we were surfing at the winds picked up close to 50 while we were getting outta te water for a break
