It really depend upon where you surf in San Diego. There are so many breaks and some are crowded and some aren't. I grew up in Imperial Beach which is in the southern part of SD and the only crowd was at the pier. If you try to go out at Ocean Beach, Pacific Beach, La Jolla or other popular breaks expect a zoo.

Summer time is more crowded than any other time as well.

Yea most of sandiego's breaks are a zoo in the heat of summer. (mostly just beginers and groms)

But you can excape it at many breaks that are not beginer or grom freindly (i.e their parents wont let them surf there  )

The smaller the beach the more bottlenecked it becomes. My local break Ocean beach gets mobbed in the summer its even worse because the beach is sectioned pulling every surfer to one spot - mind you at least you dont need to dodge bathers.

I excape the crouds by surfing reefside where none of the groms or beginers venture so its less crowded.

One way to kill crowds is to surf in a team of 4 or more you can be really guitish and block the other surfers allowing your buddies fair wave space
