The Severn Bore is a bit more regular than that - it happens on several spring tide for a few days, although the height varies.
See
severn bore dates if you fancy a go
Nowt in july though.
But, yeah, that's it for bristol

I've surfed the west coast of ireland but never the cork area. During august the swells can be pretty hit and miss so you nver know what to expect. Cork might get a bit more than devon and cornwall due to it being further out in the atlantic but it's unlikely to pick up much west or nw swell.
However be aware that if there is a good swell then places like castle gregory can be heavy waves so definatley worth checking with any locals that might be around before going out. In my expereince the irish surfers and kitesurfers are a friendly bunch.

Check out Garrettstown, it is close to Cork and can offer some great waves. If you can get a car and if you have time go North West to the Dingle peninsular, it is fantastic, well worth a look.

BRizzol wise your best off hitting North Devon or South wales. there are near spots but they are very dependanty on tidal and swell knowleadge as to when they will work.
