ADVICE SEPTEMBER - MONTANITA, PERU, COLOMBIA? SURF/SPANISH

Hi,
I'm travelling to central America to visit my girlfriends family in colombia.
Sept 10 - 0ct 13.
The trip was originally
1. Fly into Chile, snowboard for a few days in valle nevado.
2. Spend a couple weeks in Equador - Montanita, Surfing, learning spanish, eating drinking
3. Fly into bogota then out to see the family for a bit.
4. Fly into Mancora in peru for a week surf, spanish, eat drink etc ( is this worth visiting?)

Now I've learnt equador - montanita is in bad shape and unsafe, so that's looking like its out, what recommendations do everyone have?
cartegena, san andreas in colombia? i don't want to go into nicuaraga or anything like thats as its a bit expensive.

As its a couple trip, locations are key for socialising, drinking, eating, few spanish lessons if possible etc but surf has to be good as well, so cant be too remote.

Consider visiting Puerto Viejo de Talamanca in Costa Rica instead of Montanita in Ecuador for its beautiful beaches, laid-back vibe, and delicious food. In Colombia, Cartagena and San Andrés are great options for discovering local culture and enjoying the sun and sand. For your surfing and relaxation week, check out Tamarindo in Costa Rica or Puerto Escondido in Mexico. Happy travels!
