General purpose answer first, 7,700 islands , interisland travel too so I'd pick just one spot!
Your months are the time of big NE swell and strong NE onshore winds. Not your ideal combination, also remembering your other posts you need to be selfsufficient in surf safety.
Passing and landing typhoons also crank up the swell meter!
So then camps are the go, and if you have progressed with paddling then OK.
Have a look at the Surfing Waves surf map. Grab some thoughts from that.
Siargao is a go to spot, but a prime visitors Spot too, the trick there will be to find a break at your level without the onshore winds.
Google lots of surf travel companies, dissect the blurb, see if something fits, the Stormrider guide books are of value in deciding too.
I do a lot of reading research for what fits my level, and then take the chance based on my judgement
