Hi!
I'm planning to go to Perth all February of 2017 for holidays. I'm planning to surf and also learn to kite surf.
Are the surf and wind conditions good for this purpose?

Cheers!

Perth in summer has strong on shore winds pretty much every afternoon (Fremantle doctor) so I imagine kite surfing will be fine. Surfing wise it's like most of Australia - it's summer so it might be pretty flat or there might be anything from 1ft to 4ft, v rarely really big, think mostly smaller but surfable. Naturally you need to surf early to avoid the wind. Keep in mind that 40 deg C is not uncommon so think about sun protection etc

Where are you from/based?

Hi Bleh, welcome to Surfing Waves!

I agree with everythign dtc says. You'll be fine for kitesurfing, conditions will be ideal for you. You may well not be so lucky surfing. Your best bet is to head south to the Margaret River region for a better chance of getting some waves.
If there are smaller summer swells think about taking a trip over to Rottnest Island
