Can any one surgest a surf charter for Sri Lanka I don t want to be land based.

Sheep there aren't any charters working Sri Lanka the coast just is not suitable like the Maldives or Indo.
Land based only!

How crowded dose it get it you stay on a resort and how many spots are there in close proximity?

The coasts of Sri Lanka are seasonally dependent , so you need to figure when you want to go!
Books like the Stormrider Guides give details and it might be worth buying their ebook version.
Googling research is Uncle Jaffa's favourite method and I spend a lot of time just doing that, once I narrow it down a bit I get more specific.
As for crowds, varies season to season, and beach to beach.
How experienced are you in the water and what makes you favour Sri Lanka?
