Best Warm Water Surfing Location in February?

Hi,
Ive taken a month off work in February to go surfing, so my question is:
Where is the best warm water surfing location in February?
Some info to help you guys answer the question:
ME:
Id say my skills where intermediate, been surfing since i was 15, im 33 now. but i haven't been surfing in about 2 years, so all my fitness is kind of gone. I need to work my way back to it again.
What I want:
Wave type I like beach breaks or point breaks and sandy beaches. Waves not too much above head height maybe a couple of feet bigger at most. No super long paddle outs, remember ive been out of the loop for a while. . No crazy busy lineups.
Accommodation cheap like below £30 a night on the beach or very close to the surf spot in private room, like a guesthouse or similar.
Budget cheap food places around, no restaurants requiring a shirt (you know what i mean)
Notes some bars nearby would be great to meet fellow surfers/ travellers as ill be travelling solo.
Basically i went to Hikkaduwa in Sri Lanka a few years ago and I would love to find somewhere like that again as it had everything! (but I don't want to visit there again just yet)
I had my own room in a guesthouse right on the beach for about £5 a night
The surf spots where all right in front of me, Reef Break and Beachbreak and a few other breaks down the beach.
The waves ranged between 2-6 feet (from the back)
There where bars and food outlets etc. nearby
The water warm really warm
It was never too busy out in the water
Most of the locals were ok, not all of them (some would drop in on you without even thinking twice)
would love to hear from anyone who can help
