I am an 'intermediate' level surfer and have just returned from my 3rd trip to Bali, a place where I enjoy the surf very much.
Each of my trips has been in the period April till August. At this time of year the wind is generally offshore at Kuta, Legian, Padma beaches etc, and the surf there is really nice (for someone of my standard). I would say 5 days out of ten are pretty good for learning.
During the wet season, wind is more onshore at Kuta etc, and offshore on the Sanur side of the island, so you should investigate surfing spots on that side.
However the locals at Kuta/Legian I spoke to still reckon there is plenty of nice surf (with still conditions) on the Kuta side. One told me it's quite good before 10AM each day, and is often glassy when it rains.
Board hire is very cheap (e.g. $5 per a whole day, using a selection of boards) on Kuta/Legian. Surfschools seem to vary a lot in price - I don't know whether the expensive ones are worth the money they charge. You can get cheap lessons right on the beach from the guys hiring out the boards.
A few years ago there were big problems with rubbish being washed onto Kuta beach during the wet season. One of my local contacts reckons that is less of a problem now.
