Beginner surf vacation in August...where?!?

Time to stop dreaming and start doing, been wanting to learn to surf for many years now. Looking at taking 3 weeks in August to go somewhere in Centra/South America. I've never really surfed before except one lesson years ago.

My plan is to find somewhere to take lessons for the first week then go on my own for the next two. Is that a realistic goal?

As for places to go; I've been eyeing up Tamarindo Costa Rica, Rincon Puerto Rico, and Montanita Equador. Was leaning towards Montanita until I heard the weather will involve something called Guara (foggy, overcast) nearly the entire time. Since this is also a vacation; a sunny destination would be a close second to the surf.

I guess my question would be; has anyone experienced this Guara weather? is it really THAT bad?...Montanita seemed to have everything I was looking for; good beginner surf, great atmosphere, cheap, and a good social scene (a plus since I will most likely be going solo)....just missing the nice weather.

Otherwise; does anyone have any recommendations of their own that would fulfill the above points?

For beginners the Dominican Republic has fun waves and good weather in August. However I am biased since I own a surf camp there :P

I realize that this is a bit of a late reply as I am also looking for a new spot to hit up. I spend a fair amount of time in a place in Costa Rica that I absolutely love. Santa Teresa in the Nicoya Peninsula was a place I happened to find when travelling and found it to be amazing. It is a bit out of the way and remote, but has a sandy beach and easy smooth waves. It's a quaint village, one-dirt-road-through-town kind of place with a lot going on.
