Outer Banks for Beginners

Was just wondering if anyone in the OBX area or who is familiar with the area knows of any decent spots to go where it doesn't get extremely crowded and is good for beginners? I checked the surf spots map and saw a few places listed, but had a question about that. Do they allow surfing anywhere on the beach that swimming is allowed? I only ask because in Virginia Beach there are certain areas where you're not allowed to swim and certain areas where you're not allowed to surf and some neither are allowed.

I'll be taking my 7'2 fish and it's been a LONG time since I've been out so I want to go somewhere that I can focus on what I'm doing and have fun without worrying about having a ton of people to who are also in the water.
