Hi there,
I am not a tour operator, just a well travelled surfer.
I take it you want to go to Central America. I am not a fan of Costa Rica - too many American kooks for my liking and it's crowded. I much prefer Panama (which has infrastructure problems though) and Nicaragua but I am a real fan of El Salvador, the area around La Libertad should be right around your alley - there are some 50 odd breaks in a 35km coastline west of the capital and then there is the 'Wild East' with tons of breaks too. All accommodation is right on the beach, varying from cabana type accommodation for $10 per night to around $100 per night. You are in the water about 1 hour after landing which is a plus if you are like most Americans who don't get much time off. I personally think La Libertad (the point) would be way too big for your little fellows but good for you (as long as you pull your head in and you are nice to the locals as they don't like gringos who believe they can just rock up and paddle inside - heavily localised, heavy and superb, you need to surf around a rock in the line-up, it's long fun and big). You should stay around Sunzal (check out Roca Sunzal - just google it - which is surf hotel owned by a nice guy called Oscar who is a fisherman), a nice comfy hotel with rock bottom hostel accommodation for about $15 but also nice rooms around a pool for around $60-90 per night. Killer breakfast and view over Punta Sunzal. That right hander gets big but it's not heavy and loads of local kids surf it, so your guys should fit right in. About 4 other breaks in walking distance or you hop on the bus for 25 cents in your boardies with your board and get off somewhere along the coast further down, walk a trail down, surf, have lunch and come back to base. February is a perfect month to go, guaranteed waves, usually around 4ft with some 8-10ft heavier days.
It's a cool little spot and the locals are nice as long as you are humble, if not, they generally run you out of town pretty fast (I mean it there are a lot of gangs in the area and they are armed) but with surfing kids, they should love you.
Nica is ok too. I just prefer the point break set up in El Salvador.
