Water quality after rain in Los Angeles

Everyone knows that is from around the area that all the trash and gunk washes off the streets of LA and into the drainage system followed by ocean.

How soon after the rainfall is water safe for re-entrance in south LA area and north OC?

I hear it is best to wait 72 hours, that said I will be out 48 hours after I will try to stay away from river mouths until saturday or sunday.
